signation of the Specific Usage Limitation Area (SULA) to prevent overexploitation around a new interchange referring a case of Iida City in Nagano Prefecture. Although many inhabitants are anxious about deterioration of farmland by introduction of CPA, availability of SULA in order to prevent negative development is recognized in general, which is effective to build consensus. In addition, it is clarified that the time-lag between introduction of CPA and designation of SULA might cause problems such as application of unexpected development.<br />本研究では、インターチェンジの建設を契機とした乱開発を防ぐため、都市計画区域の拡大と特定用途制限地域の指定を行った飯田市の事例を考察した。その結果、農村地区においては、都市計画区域に指定されると農業が続けられなくなるといった認識を持つ住民が多いこと、特定用途制限地域の指定が都市計画区域指定の合意形成を図っていくうえで有効であることなどが明らかになった。また、都市計画区域と特定用途制限地域の指定時期においては、決定主体が異なることにより時差が生まれるため、この時差の期間に申請される建築行為にどう対応していくかといった課題も明らかになった。

d issues after revision of planned roads, and measures introduced by some advanced municipalities. Concluding remarks are as follows. Only a few prefecture governments carry out regional coordination positively, on the other hand many government-ordinance designated cities carry out it after revision. Therefore it is suggested that prefecture governments should present the policy for regional coordination to municipalities and participate at the initial stage of the planned road revision. It is also important to introduce necessary measures by negotiating with residents after revision.<br />本研究では、都市計画道路の見直しを行う際の、広域的な調整と見直し後の対応についての実態と課題を明らかにした。また、それらの先進的な取り組みについてもまとめた。実態としては、積極的に広域な調整を行っている道府県が少ないこと、また、見直し後の対応を積極的に行っている政令市に対して、道府県が消極的なことなどが明らかになった。そこで、先進自治体の例を提示しながら、広域的な調整においては、市町村に対して都道府県の方針を示したうえで、初期の段階から検討に参加すること、また、見直し後の対応については、空き地の活用方法などを住民と協議しながら決めていくことなどが重要であると提案を行った。

a of a planned road network in city areas was introduced in the early Meiji period. In this study the authors analyze the technical standards for roads planned from the Meiji period up to the present and the transformation of the road system with reference to the historical background and the planning theory behind these early roads. Moreover, this study clarifies the following with regard to the revision of city road plans undertaken nationwide: the conditions for planned road revision, problems concerning the revision guidelines, the present state of regional coordination between municipalities, and issues handled subsequent to planned road revision. In addition, the review may lead to plans for a new road and not simply the changes to a planned road or its cancellation. Therefore, this study clarifies both the effectiveness of introducing the Land Use Control Method and the Contingent Valuation Method into a planned decision process and related problems. や市の担当者へのヒアリング調査や文献調査により，見直しの実態の分析を行った．その結果，全国的にほとんど行われていない廃止・変更路線への対応について，石川県のガイドラインには検討を必要としており，検討結果を住民へ説明する責任があるとしている．しかし，その実態として，廃止の代替などについて検討はされているが，実際に対応が行われた実態がなく，計画制度上の課題があることが明らかになった． This paper studies actual conditions and its planning problems about the revision of planed roads that has been carried out according to the guidelines formulated by the planning department of the Prefecture governments and major city governments. Although most of the planning departments do not tackle alternatives against the abolishment of the planned road, some city government in Ishikawa Prefecture try to review relatively positive alternatives according the Prefecture's Guideline. Several actual cases of revision of planned roads were studied by field surveys and interviews to officers of Prefecture and City governments. As a result of the study these are concluded as follows. Positive proposals are talked at the adhoc committees for the revision of planned roads, but most responses by the planning officers are abstract and actual alternatives were hardly prepared. This kind of situation is caused by the linkage absence between review of the planned road and urban planning and weak planning institutions for the realization of the planning proposals except the planned road system.

施策の社会的影響について考察することが本研究の目的である。明らかになった点は以下のとおりである。１）居住世帯の過半数を戦後来住世帯が占める。２）世帯の主たる就業者の就業地は地区外就業が多い。これは茶屋街にとって新しいライフスタイルである。３）町並み景観保全施策開始後に来住した世帯は、開始前来住世帯よりも町並み景観保全、観光、伝統文化の振興、住環境整備に対して肯定的である。

プラン」という仮想的な計画を設定し、金沢市の都市計画道路を対象とした事例研究を行った。その結果、市民や観光客とともに歴史的町並みと調和した道路整備を概ね評価しており、評価は評価対象までの距離よりも、来訪経験や地区についての認識度が影響を及ぼすことなどが明らかになった。また、本研究で実施したCVM 調査では、いくつかの課題は残されたものの、評価結果に多くの一般的整合性がみられたことから、比較的信頼性の高い結果が得られたものと考えられ、CVM が歴史的町並みと調和した道路整備の評価に適応できる可能性を示すことができた。
