This paper studies the trend of urban expansion of local central cities through analyzing statistics of DID and the Land Readjustment Project (LRP). From a case study of Kanazawa City, the business district of city center shows gradual change into residential land use and parking lot, the suburban area where was developed by LRP shows the decrease of population, and in contrast non-LRP area shows increase of population and the progress of urbanization.<br />我が国では、人口減少・少子高齢化の時代を迎えた今、集約型都市構造を実現していくため、中心市街地の再生と郊外市街地の再編を一体的に検討していく必要がある。本研究では、地方圏の中核市を「地方中心都市」と定義し、三大都市圏中核市との比較分析を通じて、DID人口密度の推移や区画整理による市街地整備実績からこれまでの市街地拡大の実態を明らかにしている。また、金沢市における事例分析では、区画整理による郊外市街地の整備にあわせてDID面積が拡大してきた一方、中心市街地では1980～2005年の間に人口が約37,000人減少し、少子高齢化が進んでいる実態を示した。また、郊外市街地においても年少人口の減少に加えて生産年齢人口が近年減少に転じており、高齢化が急速に進行している実態を明らかにした。さらに、事例地区の分析では、中心市街地の商業・業務地区において住宅地化・駐車場化が進んでおり、市街地の性格が変化していること、一方の郊外市街地では計画的に整備された区画整理地区内の人口が減少する中、隣接する民間宅地開発主体の地区では非計画的な住宅開発が進み、人口・世帯数ともに増加している実態等を明らかにした。

signation of the Specific Usage Limitation Area (SULA) to prevent overexploitation around a new interchange referring a case of Iida City in Nagano Prefecture. Although many inhabitants are anxious about deterioration of farmland by introduction of CPA, availability of SULA in order to prevent negative development is recognized in general, which is effective to build consensus. In addition, it is clarified that the time-lag between introduction of CPA and designation of SULA might cause problems such as application of unexpected development.<br />本研究では、インターチェンジの建設を契機とした乱開発を防ぐため、都市計画区域の拡大と特定用途制限地域の指定を行った飯田市の事例を考察した。その結果、農村地区においては、都市計画区域に指定されると農業が続けられなくなるといった認識を持つ住民が多いこと、特定用途制限地域の指定が都市計画区域指定の合意形成を図っていくうえで有効であることなどが明らかになった。また、都市計画区域と特定用途制限地域の指定時期においては、決定主体が異なることにより時差が生まれるため、この時差の期間に申請される建築行為にどう対応していくかといった課題も明らかになった。

sed by the heavy traffic flows in the central area, such as traffic congestion, traffic accidents, regional deterioration and others. The Outer Ring Road of Kanazawa conurbation area also planned and its mountainside part was constructed and used by the public from April 2006. This paper analyses the change of traffic volume transformation and roadside built-up area based on surveys of traffic flows and other statistics as results of the construction of Ring Road. As results of this study, it is clarified that a certain volume of the traffic volume are transformed from the central area to the ring road, and the traffic jam and the traffic accident are decreased. It is also observed that the built-up area has been experienced land use urbanization steadily.<br />我が国の都市部では、これまでの人口増加による都市圏の拡大や自動車交通の急増等を背景に、交通渋滞・交通事故・沿道環境悪化等の様々な都市問題を引き起こしており、これらの都市問題の解消に向けて、環状道路を計画・整備する都市がみられる。このような中、金沢都市圏では、2006年4月に「金沢外環状道路山側幹線」（通称「山側環状」、L=26.4km）が全線供用した。本稿では、金沢市の環状道路整備を事例に、整備前後の交通状況の変化及び沿道市街地の変容を明らかにし、今後の課題について考察することを目的としている。交通状況の変化については、交通量等の調査結果を踏まえた分析から、都心部の通過交通の一部が山側環状へ転換したこと、都心部の渋滞緩和に伴って交通事故件数も減少したこと、山側環状では新たな渋滞箇所発生等の課題がみられること等を明らかにした。沿道市街地の変容については、金沢外環状道路沿道では区画整理による郊外市街地が整備され人口が増加していること、山側環状沿道地区では、全線供用年の前後で商業施設や住宅等の立地が増加しており、環状道路整備は郊外市街地の成長に深い関わりがあること等を示した。

the linguistics method. Interpretations for deciding actual planning matters are made based on the actual descriptions of MMP. Planning matters stated in the MMP are categorized into two types, and the interpretation characteristics of two types are different. The first type is Single Description (SD). SD is quite different from DD, so various urban plantings can correspond. The second type is Multiple Description (MD). MD confirms with DD compared to SD, and MD has many cases in which interpretations do not need necessarily. SD contains SD-Description Application (SD-DA). SD-DA is operated in which new projects or new planning systems are introduced after MMP determination. In conclusion MMP can be analyzed using these method and is appropriately operated in a case of Kanazawa City.<br />本研究においては、各種都市計画実施における市町村MPの望ましい記述を意味役割等の言語的な方法で定め、その記述と実際の市町村MPとの相違から、各種の都市計画を実施する際に行われていると考えられる解釈を明らかにすることで運用の実態を把握した。各種の都市計画の市町村MPにおける記述の状況は、単一具体、複数具体の２タイプに分けられた。単一具体は施策を位置づけやすい抽象的な表現が記述されていた。特に用途地域の方針では、表現に従った適切な解釈が概ね行われていたが、実際の土地利用等によっては、市町村MPと整合しにくい用途が指定されている場合があった。複数具体では、具体的な意味役割が複数記述されており、解釈の不要な記述が含まれていた。この関連記述群には、望ましい記述ではない表現をあえて付記することで市の姿勢を明示しているものが見られた。また、単一具体の中には市町村MP策定以降に創設された都市計画を位置づける単一具体・準用がみられたが、金沢市では新規事業であっても市町村MP当初の考え方を準用しながら運用されていた。

entral area of Kanazawa City, focusing on historical land use and subdivision career of lots and their spatial characteristics. The findings are as follows. More than half of the lots have experienced subdivision after Meiji Period. Focusing on the frontage, depth/frontage rario, area, the lots formed two groups; lots in former middle class warriors' district and common foot warriors' district, lots in former upper class warriors' residence and merchant class districts. Though the percentage of lots with setback increased not only in former warrior's district but also in merchant class districts, its' tendency was stronger in former warriors' districts regardless of the frontage or depth of the lot.<br />金沢市中心部に残存する歴史的木造家屋が立地する宅地の空間特性を、藩末期土地利用区分と明治以降の宅地分割・統合履歴に着目して明らかにした。研究の基礎資料としては、藩政末期の金沢城下町絵図と都市計画基礎調査データ及び住宅明細図を用いた。過半数の宅地が明治以降に分割された履歴をもち、間口、奥行き、細長比、面積には一定の集中傾向がみられた。間口、細長比、面積は、「平士屋敷等」と「足軽屋敷」、「上屋敷」と「町人地」に類似性があった。前者は間口及び面積が大きく細長比が小さい。後者は間口及び面積が小さく細長比が大きい。「平士屋敷等」と「足軽屋敷」では分割・統合の履歴内容により宅地の形状が多様な展開をみせるのに対し、「町人地」では履歴内容に関わらず間口が狭く、細長比が大きい形状への収束傾向が強い。宅地内家屋配置は、時代が下がるとともにいずれの藩末期土地利用区分でも宅地前面・側面のセットバック率が高くなるが、その度合いには藩末期土地利用区分との関連性がみられ、武士系の土地利用区分では間口や奥行きが小さくてもセットバックする傾向が、「町人地」では間口や奥行きが大きくてもセットバックしない傾向がみられた。

guistics method. After MMP's sentences are resolved to phrases, the semantic role (SR) and the degree of freedom (DOF) are given to each phrase. Sentence is classified into four categories by combination of SR and DOF. As a result of this classification, it is clarified that vague type sentences consist more than 90 percent. Second, practical usage of MMP is analyzed. Planning matters are frequently expressed by vague wording even though they are near-certainty. But this kind of expression could create flexibility according social change. Sometimes interpretation differences are found between a city council member and the mayor on the higher DOF sentences of MMP.<br />本研究においては、金沢市の市町村MPを事例とし、その内容の表現について、言語学的な分析から、文章構造の特徴とその明確性について明らかにしている。文は意味役割とその自由度の組合せにより4種類にタイプ分類することができ、それらは明確性を有する明示タイプ、曖昧さを有する項明示タイプ及び抽象タイプ、文法の要件を満たしていないことによる曖昧さを有する文法不適格である。金沢市の市町村MPを対象として文のタイプ分類を行うと、曖昧さを有する項明示タイプ及び抽象タイプ、文法不適格である文の合計が市町村MP全体の9割を越えており、市町村MPの非常に多くの文が明確な記述を行っていないといえる。また、都市政策形成における市町村MPの多様な使われ方について分析を行ったところ、事業が進行中の箇所等でも曖昧な文章を用いて記述されており、経年的には、社会情勢の変化に応じて、曖昧な文を解釈しながら弾力的な運用を行っていた。

teadily especially in last decades, It is urgent need to preserve and utilize them for such as houses or stores. This paper try to clarify evaluation structure of citizens' consciousness toward preservation and utilization of historical buildings based on a case study in Kanazawa City. A questionnaire survey was carried out to collect citizens' evaluation by random sampling. As results of study, Citizens who have experience to reside the historical buildings tend to feel more importance for preservation and utilization. Using CVM the estimated value for preservation and utilization is \1,000/p or 1,561/p.Evaluation structure of citizens' consciousness is also estimated using factor analysis and covariance structure analysis.<br />歴史的市街地において戦前に建築された木造の住宅（以下歴史的建築）は現在も住居や商店として利用されている。しかしながら近年、その老朽化や継承の問題から歴史的建築が急速に減少の一途をたどっており、その継承活用の必要性がさけばれている。本研究では、金沢市を対象とし歴史的建築に対する歴史的建築に対する市民評価と評価に関わる意識構造を明確化し、歴史的建築の保存活用のための新たな知見を得ることを目的とした。また本研究では無作為抽出による調査票調査を実施した。その結果、歴史的建築に居住経験のある市民は継承活用の意識が比較的高い傾向にあり、またＣＶＭによる評価の結果、歴史的建築の継承活用を進めることは市民一人あたり1,000円（中間値）1,561円（平均値）の価値が存在していることがわかった。さらに、その評価に関わる様々な意識構造を定性的な評価や共分散構造分析を行うことで明確化できた。

use historical wooden houses in the historic center of Kanazawa City, the trend concerning the inheritance of such houses, and the effects of restoration subsidy systems by Kanazawa City. It was found that the households are severely aging, houses are mostly inherited by family members, and that the majority remained uncertain whether or not the house will be inherited. Among the three restoration subsidy systems, the one including improvement of bathrooms and kitchens were most often used by those who didn't inherit the house from family members. It was also found that those who used the subsidy system were more aware of their houses' value.<br />本研究は非戦災都市である金沢市の中心部に広範に残存する歴史的木造家屋に着目し、建物調査とそれらを利用する世帯・事業所への質問紙調査などにより、歴史的木造家屋利用世帯・事業所の特性と歴史的木造家屋継承の動向を明らかにするとともに、歴史的木造家屋を対象とする金沢市による改修補助事業の効果について考察することを目的としている。歴史的木造家屋を利用する世帯は小規模で高齢者のみ世帯が多く、事業所は一部に複数店舗展開する比較的規模の大きいものもあるが、家族経営的な小規模事業所が多い。これまでの継承は、家族内で行われたものが大部分であり、新規利用開始例が経年的に減少しており、継承は停滞傾向にある。今後の継承については、約3割の世帯・事業所は継承の見通しがないことが明らかとなった。補助事業の利用・未利用で比較すると、利用した世帯・事業所の方が、建物のよいところを見出しながら使っている傾向がある。また、補助事業の種類別では、居住性向上を対象に含む補助事業は家族外での継承を促し、景観要素としての再生に重点を置く補助事業は伝統的外観要素の修復に改修補助事業に効果があることが明らかになった。

ea and local governments have developed all kinds of city center generation policies to constrain this trend and revitalize the central city commercial environment. However, it is difficult to evaluate the potential impact of current policies on city future due to the uncertainty and complexity inherent in urban system. This study tries to explore the use of MAS for impact analysis of development regulations concerning large-scale commercial facilities. Therefore, a Shopsim-MAS model was developed in which shopping behaviors of households are simulated and shopping spatial patterns emerged from the interactions between shops and households are used to visualize and examine the impact of different development regulations regarding large scale shopping center on inner city commercial environment.<br />日本においては、大規模商業施設の郊外立地などにより中心市街地の商業機能などが衰退しているため、多くの都市において様々な都心再生政策が実施されてきている。しかし、都市システムに内在する不確実性と複雑性のため、大規模商業開発や都心再生政策の影響を評価することが難しい。本研究は、マルチエージェントシステム（MAS）を用いて、商業施設の立地に対する規制誘導政策を評価することを試みた。具体的には、商業施設の立地と世帯の購買行動を反映することができるシミュレーション・モデルとして、Shopsim-MASモデルを開発した。このモデルを用いて、商業施設の立地に対する規制誘導施策に対応して、都市圏における世帯の買い物行動をシミュレーションすることにより、商店と世帯の相互作用から発生した買物行動について予測することができ、政策の影響を示し、評価すことができる。

d issues after revision of planned roads, and measures introduced by some advanced municipalities. Concluding remarks are as follows. Only a few prefecture governments carry out regional coordination positively, on the other hand many government-ordinance designated cities carry out it after revision. Therefore it is suggested that prefecture governments should present the policy for regional coordination to municipalities and participate at the initial stage of the planned road revision. It is also important to introduce necessary measures by negotiating with residents after revision.<br />本研究では、都市計画道路の見直しを行う際の、広域的な調整と見直し後の対応についての実態と課題を明らかにした。また、それらの先進的な取り組みについてもまとめた。実態としては、積極的に広域な調整を行っている道府県が少ないこと、また、見直し後の対応を積極的に行っている政令市に対して、道府県が消極的なことなどが明らかになった。そこで、先進自治体の例を提示しながら、広域的な調整においては、市町村に対して都道府県の方針を示したうえで、初期の段階から検討に参加すること、また、見直し後の対応については、空き地の活用方法などを住民と協議しながら決めていくことなどが重要であると提案を行った。

From a case study of Kanazawa City, the suburban area where was developed by Land Readjustment Project (LRP) shows the decrease of population and increase of population aged 65 or older. In contrast non-LRP area shows increase of population and the progress of urbanization. However, residents' evaluation to residential environment of non-LRP area is lower than LRP area, though it is related to quality of districts' infrastructure.<br />本研究では、金沢市の郊外居住系市街地における事例調査をもとに、基盤整備状況の違いに着目し、区画整理地区と民間宅地開発主体の非区画整理地区について、市街地変容実態と居住者意識に関する分析・考察を行っている。区画整理施行後一定年数が経過した町丁目と、それに隣接する民間宅地開発を主体とした町丁目の組み合わせを一つの単位とする事例地区を3地区（計6町丁目）抽出し、人口変動と土地利用変容の分析を行うとともに、居住世帯調査を実施し、居住環境や今後の居住意向等に関する居住者評価を得た。事例調査ではあるが、郊外の古い区画整理地区では、人口減少や少子高齢化、低未利用地の増加等の活力低下が進んでいる一方、隣接する非区画整理地区では人口増加や活発な土地活用が行われている実態を明らかにした。他方、居住環境評価については区画整理地区の方が非区画整理地区よりも相対的に高く、計画的な基盤整備の効果が表れていることを示した。また、もし住み替えるとした場合、公共交通の便利な地域を志向する居住者が多いこと等を踏まえつつ、中長期的な郊外市街地の再編を計画的に誘導していくための視点について言及した。

The purpose of this study is to clarify how utilized public support system for reconstructing or repairing of damaged houses in a case of Noto Peninsula Earthquake. Repair of damaged houses was regarded as important reconstruction method for revitalization and the supporting system was formulated. Four out of ten damaged houses were repaired by utilizing the system, and they were fairy improved the quake-resistance level, barrier-free standard and other aspects. They also were repaired considered a local climate and townscape in a surrounding area.

As a result, chicanes have a certain effect of speed control of vehicles, however, traffic safety consciousness of pedestrians were not improved because of a shortage of spaces for pedestrians. It. is important for traffic calming in a residential area that traffic regulations are applied and that methods and tools for experimental arrangement are improved.<br />金沢市では、地区交通計画のモデル地区として長町地区で整備を進めている。本研究では、整備の一環として同地区の街路において実験的に2種類のシケインを設置し、交通環境の整備効果を調査研究するとともに、実験の有効性について検討した。その結果、シケインの設置により自動車速度の減速効果は確認されたが、歩行空間が十分に確保できず、歩行者の安全感を向上させることができなかった。原因として、現状の対面通行を前提にシケインを設置したことに加えて、実験方法に問題があったことが考えられる。今後、交通規制の検討と実験方法の確立が急務である。

For this simulation, we suggested several basic functions that are land use pattern simulation using CA and building use type simulation using NN, for which scenario configuration, geo-processing and calculation of spatial features' attributes and geo-database process are necessary for simulation implementation. The components of ArcToolbox in ArcGIS as model and script are employed as a development tool for our simulator. As a result, the simulation outcomes of land use patterns and building use types are evaluated based on an example area in Kanazawa City and the tool is easy to be operated by planners who can use ArcGIS. 本研究では、土地区画整理事業施行地区において、ArcGISを用いて宅地用途と建物用途のシミュレーションシステムを開発している。ここでは、宅地用途シミュレーションにはセル・オートマトンの手法を用いており、建物用途のシミュレーションにはニューラル・ネットワークの手法を用いている。そして、GISの空間解析機能やデータベースの演算機能など、シミュレーションの実行に必要な機能について整理している。また、シミュレーションはArcGIS DesktopのArcToolBoxの中で、Pythonを用いて記述したScriptをModelとして組み合わせることにより実現している。開発するシステムは、計画担当者らがプログラム構築や複雑な設定を意識することなく操作できるものとし、シミュレーション結果は、開発したシステムを金沢市の事例地区への適用することにより評価している。

ことを目的とする。研究の結果、既存集落周辺に住居系用途を誘導する茨城県とつくば市では、集落周辺への一定の開発誘導はみられるものの、利便性の高い34条11号区域への開発が多いことが分かり、区域を指定する集落の選定等の必要性が課題となった。また、産業系用途を誘導する埼玉県と春日部市では、地区計画の導入が困難なため34条12号を代替手法として指定した結果、大規模商業施設等の開発が行われ、公共施設整備が不十分な地区の形成や開発区域周辺の市街化を促進する恐れがあり、計画的な開発誘導の必要性が確認された。さらに、両事例ともに県が先行して条例を指定することで、開発許可権限を有する市町村を含め、基本的に制度内容が同じになることが分かり、近隣市町村で大幅な規制格差が生じないよう、先行指定による調整が必要なことを指摘した。This paper studies operational actual conditions and problems of the Development Permission Ordinances based on Article 34-12 of City Planning Law analyzing data from the questionnaire survey and interviews to local governments utilizing such ordinances. As a result of this study, both studied examples utilize the system positively and control developments according to the local actual situations although the designated area should be limited and permitted development types also confined considering necessary public facilities construction. In addition, the prefecture should positively establish development regulations by introducing the ordinance in order to reduce differences between adjacent municipalities in the prefecture.

To inherit various cultural heritages in the local area, various actors in addition to the administration should play a role. In this study, the process of community based historic conservation that works by various actors in Daishoji is clarified. In addition, the achievement factor of community based historic conservation in Daishoji is clarified from the viewpoint of the relationship between actors, cultural heritage diversity and measures. 近年、地域の多様な文化遺産を活かしたまちづくりが取り組まれるようになってきた。これまでの文化財保護行政では、価値の高い指定文化財などの個別保存が中心であったが、優品でないものの保護も積極的になされるべきだと考えられるようになってきた。地域の多様な文化遺産を、地域の歴史ストーリーを語る資産群として総体でとらえ、まちづくりの視点でそれらを継承することにより、地域の魅力や活力の向上が期待できるためである。このような、地域の多様な文化遺産を地域の歴史のコンテクストから読み解き継承していくまちづくりを、本研究では歴史まちづくりと定義する。歴史まちづくりの要件として、1.多様な文化遺産を対象とする、2.多様なまちづくりの施策に取り組む、3.多様な主体が参画するの3つを挙げ、これらに着目し、歴史まちづくりが進展するプロセスを時系列で明らかにする。そして取り組み主体と対象文化遺産の属性の関係と、取り組み主体とまちづくり施策内容の関係に着目することで、歴史まちづくりの進展要因を検証することを目的とする。

にする。自治体ＨＰ、ＭＰＨＰの所有率は年々増加しているが、人口規模などの社会的な要因に大きく影響している。また、ＭＰＨＰの内容においても掲載内容や程度、障害者などに対する配慮に差が見られた。そこで、ＭＰＨＰに用いられているリンクを６タイプに分類し、これらの組み合わせによりＭＰＨＰを１１タイプに分類した。そして、類型を考慮した実験用ホームページを作り、その操作性や情報検索等に関する分析を行っている。その結果、全てのタイプにおいて閲覧者が必要とする情報に関しては高い閲覧率を示していた。また、同階層をつなぐリンクの追加は推定閲覧時間の短縮、操作性の向上、情報検索性の向上といった効果が見られ、特に深度が深いものほどその効果が大きくなる。

fluences on actual planning based on surveys carried out to planning section of prefectures and municipalities. Twenty-seven prefectures among of forty-six have issued planning materials. Although some municipalities like to have planning materials for their reference, there would be some materials causing demerits of formality and deteriorating municipalities' effort for planning an original master plan. As for superiority recognition as a prefecture government on municipality, planning materials are categorized into three types, which are "a type recognized superiority", "a type recognized prefecture participation and little superiority" and "a type respecting autonomy of each municipality".
