These activities are composed of repairing bamboo hedge and studying local culture programme by university student group exchange with local residents. We need to develop sustainable systems for these activities through enhancing the support function for operation systems by local governance.

Characteristics of development strategy of Groundwork are 1)making a project by matching national policy through a holistic approach, 2)developing a financially independent project in niche market and then setting up a subsidiary as social enterprise and 3)reforming a multilayered national network by Groundwork trusts and subsidiaries. Groundwork has established a type of operation model for non-profit organisation in community development and has been one of the largest bodies in the UK. Its next step is similar to establish an operation model for social enterprise through the Groundwork mechanism and network. It is expected to create an alternative body for regeneration in British society and to regenerate more employment in the intermediate labour market.

workings of local Groundwork groups in Japan are summarised as follows: 1) an approach to matters of natural environment in the local community; 2) simple programme contents; 3) a practical activity only by Groundwork group; 4) a vulnerable partnership with the private sector; 5) a support system by volunteer staff with high skill; 6) a low capacity of fund raising and a small fiscal scale; 7) a passive strategy toward government policies. In conclusion, the following four points are necessary for developing Groundwork movement in Japan: 1) a step-by-step approach to enhance social environment; 2) an intermediary to expand a local partnership; 3) an organisational structure composed of full-time staffs with a coordination skill and diversification of finance; 4) a consciousness of a holistic approach strategy.

In conclusion, the following eight points are necessary for developing Groundwork movement in Japan : 1) building a comprehensive and inclusive partnership with each local sector ; 2) standardisation of organisational structure to each local Groundwork group ; 3) structuring a national Groundwork network by franchise formula ; 4) organisational approach by Groundwork network for introducing partnership policies ; 5) a step-by-step approach to enhance social environment ; 6) an intermediary to expand a local partnership ; 7) an organisational structure composed of full-time staffs with a coordination skill and diversification of finance ; 8) a consciousness of a holistic approach strategy.<br />研究課題/領域番号:22860029, 研究期間(年度):2010-2011
